Relationship between Organizational Culture and Anti-citizenship: Mediating Role of Ethical Competence, Organizational Capacity and Governance

Abstract:
Background: One of the most important factors in reducing utilities in organizations is the anti-citizenship and non-productive behaviors that varieties of factors influence on it. This article aims to explain the relationship between organizational cultures with anti-citizenship in Payam–e-Noor University in south west of Azerbaijan province. Method: This research is a descriptive-correlation survey. Population of the study includes all staffs of Payam-e-Noor University in south west of Azerbaijan (N=260). 159 subjects were selected though simple sampling. Data were gathered by questionnaire. Data were analyzed by using path analyzing model and using LISREL software. Results: The findings showed a significant relationship between organizational culture and organizational capacity and competence and governance. Also, there was a positive and significant relationship between moral competence and organizational capacity with governance. There is a negative and significant relationship between moral competence and Anti-citizenship. There is a negative and significant relationship between organizational capacity and anti-citizenship. Conclusion: Based on data analysis, the level of moral competence development based on organizational culture can help to create strategic capacity and strengthen governance in preventing anti-citizenship behaviors.

Cultural (organizational learning culture) and behavioral (organizational citizenship behaviors) antecedents of knowledge sharing are discussed in the present study. Data was collected from 402 employees of Malaysia. Structural equation model confirms that OLC was positively related to OCB and knowledge sharing.
